yes and no. The small front wheel [looks like a 650] would decrease the turbulent frontal area. Not too sure how the large rear would affect thing though, the frontal area of that is less of an issue due to the rider creating turbulence in front of that. The issue I would have with the big wheel is down to the increased rotational inertia. It would be harder to accelerate and also steer due to the greater gyroscopic effect.
